[OhQP-mail] Suggestion for 2015 (Or later) OHQP

I like it Dave. Stations transmitting QRP tend to get the multipliers in
most contests, but the reality is that the stations RECEIVING the QRP
station is the one that has to make most of the extra effort and should get
extra credit.
