[OhQP-mail] Use of skimmer for OQP?

Does the prohibition on use of skimmers mean mean that I may NOT use the 
Reverse Beacon Network to see how my signal is getting out?  I like to 
see if my call appears in any of the RBN stations, and at what S/N 
level, but maybe I shouldn't do that?
