              negotiations in the past when some rag-tag non-contest

              Ohio won several plaques but only after extended
              discussion and <br>
              deliberation which rested on some "unwritten rules" which
              were <br>
              supposedly in place, but not written nor referenced
              anywhere in then <br>
              existing rules.<br>

              county as W1AW/8 <br>
