[OhQP-mail] Reverse Beacon Network and OhQP

To clarify the rule about spotting assistance, use of the Reverse Beacon  
Network is permitted by multi operator stations only, as is the case for the  
"skimmer" (which is any software, hardware or other device capable of 
decoding  multiple signals at one time.)

For those of you wondering "what the heck  is that?", the RBN 
(_www.reversebeacon.net_ (http://www.reversebeacon.net) ) is an online tool  for 
monitoring CW stations as received by various connected "skimmer" stations  around 
the world, showing the station, frequency, code speed, and signal  strength. 
It is a fascinating tool for monitoring band openings, doing signal  
comparisons, and the like. 
 
Note that while use of Skimmers and the Reverse Beacon Network is permitted 
 for mulitoperator stations only, single operators may use the traditional  
"packet" cluster spotting.
